Here’s the new Mail.bundle in case GPG does not work after the recent Mac OS X update.
(the ‘case’ is pretty likely)

Copy file to ~/Library/Mail/Bundles
There you go.
Fixed: Apple Mail 4.3 GPG @ Mac OS X 10.6.4
